Twenty years after her landmark Review of Housing Supply in the UK, Dame Kate Barker has written a public memorandum to the incoming Housing Minister, Matthew Pennycook MP, setting out the initial recommendations of the Radix Big Tent Housing Commission of which she is chair.Dame Barker recommends a two stage approach to housing reform, initially focusing on policies to end the ‘permacrisis’ by establishing a stable policy framework, so as to allow bolder choices in the latter part of the Government’s first term and lay a sound foundation for the following five years.The memo goes on to make eighteen initial recommendations, covering planning, funding, and implementation. Really good work so far, and I was pleased to have been able to contribute some of my own views in one of the evidence sessions in May. I'm hoping that these recommendations will land well within the new Government - it seems timely and should tie in with the clearly renewed determination to tackle the housing supply crisis.Amongst the initial recommendations it's particularly good to see:* recognition that progress needs to involve inter-departmental coordination (housing is not a silo);* an emphasis on the importance of including rental tenures into future supply, alongside appropriate institutional funding, to provide more quality and reliable choices for households across the country, and:* encouragement for SME developers on smaller sites.Keep up the good work, and I look forward to the final report..!
